How do Names Work

So in the show everypony's cutie mark is somehow connected to their name. How are they named so this happens? Who names them?

It's kind of a mystery really. Though we have seen examples of name changes. For example Spoilt Milk became Spoilt rich and even more bizarrely Chiffon Swirl became Cup Cake. So maybe some ponies are really good at predicting their child's talents or maybe those who's names don't fit with their talents at all, change it. Marriage also seems to play a part.

My theory is that Celestia names every new foal to fit their destiny as She forsees. Is it cannon. No. But it is still a kids show so who cares

I feel like parents give the kids a name and the kids tend to search for their purpose or destiny to mach their name

Then you have names like Kettle Corn. 

It's just one of those things that doesn't have a good explanation no matter how you slice it, and the show expects you to except it as is. Which is fine by me.
