Just rewatching season 6's Hearth's warming tale and the way the whole town is in Twilight's castle celebrating got me wondering has her castle become a new social center where ponies can have parties, meetings, use the library or just as in this case get the whole town indoors in one spot to celebrate a holiday?

It's her "private" home and the thing you stated... She's just throwing a party at her own house but in a larger scale than most ponies do.

I don't think that her place is open to public. Remembering the fact that nopony seems to borrow some books from there.

True but aside from her friends and their family nopony ever seemed to show up at the actual library aside from parties either. There's also the times visiting dignitaries and the like have wandered through at least so there's at least some formal castling going on there even if we don't normally see it.

You might be right from the fact that barely anypony went to the golden oak library too.

A small community like Ponyville would naturally use their castle as a gathering place and community center. Take the library. Even though it's rarely shown, doesn't mean that nopony used the Golden Oaks library, or the new library in Castle Friendship. We know that the ponies have a market place, with vendors selling from carts and stalls, even though it's only shown in one. episode. "Putting Your Hoof Down".

I'm sure ponies go up to visit and ask for help if they need any and since the town's library hasn't been shown to have been replaced, I think twilight still serves as the defacto Ponyville librarian but that little time is spent on said task. Otherwise it acts as a tourist destination and before the school was built their were open grassy areas ideal for picnics but as a place for large groups to gather it's not ideal unless you sought permission.
