Is it okay to request a game mod and if so, can anyone do it?

I know this is QUITE the ask, so I apologize if it's too much or whatnot, but I was wondering (since Nexus mod didn't have any and was also very expensive): could anyone here make a mod of Marvel's Spider-Man but with Sunset Shimmer as Peter? I even have a design for a spider-man suit for her (if that's not too much).

I'd do it myself, really, but I have no clue about coding, nor do any of my friends. I really hope it's okay to ask XD I don't wanna be a jerk.
