If it isn't then I would suggest not using texture overlays and using a hair brush to paint every single strand of hair. Instead I would suggest approaching the hair by blocking in the dark and light spots. Painting every strand of hair may sounds like it would make it more realistic, but in reality it just makes it look augmented or modeled. Of course if you meant to make it look like a model then those points aren't very valid. Aside from the style used in rendering, I would have to say that the hair seems too desaturated. This is done because hair is small and naturally forms "clumps". When you look at someone it is un-likely that you will notice their hair in a granular level, but rather by it's form and overall composition. This technique focuses on the form, flow and shape of the hair and can be done to any degree of detail as the examples show. The examples are from 3 different artists the last of which runs a tutorial website called idrawgirls.com. I'm not gonna remark on areas that are obviously not finished since you JUST admitted it was a WIP, but I have to state the curvature underneath the eye makes it look a bit strange on Rainbow Dash. But, that's just my opinion here. Also, her eye color may need to be a bit darker from the bottom up to show off the coloring a bit more; it looks washed out from here. A background that could resemble a rustic hangar or a smoke filtered sky would be interesting. Aside from that, have you considered adding bangs that could poke out a little from the helmets front; just to give it a bit of color that makes Rainbow Dash the recognizable character she is. Not sure how it would really work, but it's just something to consider from my view. I didn't know that was the way to describe it. It certainly looks like something that could be more realistic, as well as simpler in a way...I dunno, I just really like doing the strandy style of mane/hair. Yeah, all of his stuff is very NSFW, but he does do SFW versions of his stuff as well...They just don't get around because everyone wants the NSFW stuff. Or set your rates depending on what they want, right? $10 for simple black/white $20 for color $30 for full package with wallpaper size image and avatar together. Just my opinion on that anyways. My art wouldn't be able to hit it like that since it's all vectors. I am trying to do animation soon though once I get a hang of Vector art, so that may go off somewhere hopefully.
