Help: Guide to editing bases?!

Yes, I am looking for a guide for human bases found on deviantart. I want to know what program to use, how to edit and color them in, and the basics of designing. Anyone have a guide or can offer guidance? I mighty appreciate it.

Well, I can't say I have experience in this, but I have a rough idea.

 

I would suggest using gimp, it's free. Use the line tool to draw all the lines in a new layer, then use a color in another layer below that one. And you would probably have to draw your own hair, depending on the base.
