That's his mental voice talking to the shard of Sally through his implant. He uses it to differentiate that from normal talking

Why do you think I put in those (unnamed) extra characters? They were to give you someone to talk to and pass the time with while we sort out the other various chaotic things happening in the wild world of WoP.
