Where's the cloven hooves? Where's the horns?

Like painting blotches on a horse and calling it a "cow".

 

Sloppy effort guys.

 

Edit: I see a horn. Still doesn't look like a goat.

That's Quantum & Woody. The "goat" is their pet Vincent Van Goat. The issue you're looking at is alternate cover art; there is no "new franchise" that is coming out of this. It's just a one-off.

 

I've edited the title to better reflect what the thread is asking. :)

Quantum & Woody is a comic mini-series from 1997 (17 issues), returned in 1999 for five issues, and has been rebooted in 2013. Yes, there's a goat, but the other two main characters are human.

 

What you're looking at is a variant cover deliberately in the MLP style simply because it's funny. No other reason. This is not an attempt to do a 'My Little Goat' knockoff. :)

The issue you had in your hand is all about the origin story of Vincent Van Goat, supposedly.

 

The series is about these two guys, foster-brothers, who accidentally got superpowers. One of the foster brothers calls himself Quantum, while the other thinks that superhero names are stupid and just goes by his actual name Woody. They get into 'wacky hijinks'™© while searching for the person who killed their father. The goat just happens to be around.

 

The original comic was pretty funny for the time. It was trying a bit hard to be wacky, but given the other dreck that was on the shelves at the time back in the '90s it's not surprising it couldn't compete. It just wasn't 'grim 'n gritty' enough. If you weren't spitting pieces of asphalt from your mouth every three seconds while reading, it wasn't appropriate for the '90s. Given that 90s-style comics are back in fashion now, I guess they've decided to bring this one back as well.

 

I haven't read the reboot yet, so I'm not sure how it's changed from the original.
