It could be that when show producers have an opportunity to make a show, they take full advantage of it. It's rather complicated, but the very basic version is that there was a lot of film (animation and otherwise) techniques pioneered in Canada, and there were film boards set up to fund that kind of thing. Plus, labor was at one point less expensive there. It's the same reason why a lot of TV in the 80's and 90's like the X-Files was made in Canada (mostly Vancouver and Toronto).
