Inconsistencies in classroom size and number of kids

I think this is one of the biggest inconsistancies in the show, but it REALLY hit it's peak in Twilight Time. 640px-Sweetie_Belle_promising_dinner_and

 

That's forty ponies. In a school that from episode to episode either has 9 seats or 16 seats. So what's the deal?

Well in the episode: Ponyville confidential (the journalism episode with the CMC) Ms.Cheerlie said that the previous editor graduated.

That proves that there are more than one grade level in Cheerlie's school. 

 

Maybe the extra ponies are from the other grades (the grades might be taught separately.

 

BTW none of this is canon. This is just my theory.

They might all be from different grades. Some might not even be in school let. It's like looking at a horde of little kids. Not all of them are going to be in the same age, same grade, ect. 

 

Some may go to private school, and some may not go to school at all.

Yeah I think that's the correct answer. Plus they needed fillies and colts to come out of the woodwork to make that scene work.
