Goku is EOZ and can transform as needed. Goku will be IC for all matches. I am not including legendaries from gen 5 and up since I am not familiar with them. My opinion is that Goku will lose only to the psychics and creation deities, unless hax moves(Sleep Powder for example) are used

Even when Goku is overpowered in some ways, the legendary Pokemon could probably use their power attacks that could injure him. Goku has survived worse, but this is could be a challenge.

Goku is still vulnerable to temperature(Groudon and Kyogre) or poisons(Sleep Powder and Leech Seed) and the Psychics can just wipe out his mind completely while the Creation Deities can turn him into a baby or just put him in a pocket dimension

Mew was equal with Mewtwo in the anime, their battle was completely even, even Mewtwo admits that they were dead equal. So if Goku loses to Anime Mewtwo, then Anime Mew wins too

Mew also doesn't take anything seriously, so that would give Goku an opening. I never seen the Unown Entei, so I was just guessing based on normal Entai. I haven't seen much on how the gen 4 legendaries are, but based on the gen 5 pokedex on them, I figured they wouldn't win in the end.

 

As for Gen 5, based on the lore of Reshiram and Zekrom, Goku would be wasted...and if they were whole like in the story, it would be straight up annihilation.

Goku doesn't take things seriously either, not when he thinks there's no threat. Mew wouldn't really have a high ki level so Goku would toy at first like what he did with Yakon

 

And the Unown Entei was just an imaginary creature brought to life. It can do anything its creator wants it too, it's not an Entei other than in looks

The problem here is that the pokemon are not broken, especially if a charizard can stand up against mewtwo and others.  Despite their godly powers, they can be confined in a ball by teenagers.

If Goku bothered to think (or has a friend to think for him) he might get the idea to use a pokeball, or several.

 

As long as it is a pokemon, no matter how powerful or high the catch rate (or whatever you may call it in the anime), the possibility of capture is always higher than 0.

There isn't any instance of some of the higher teir legendaries being caught. Not to mention, Mewtwo can deflect energy based attacks, and is telekenetic. And concidering Arceaus, Reshiram, and Zekrom have created a damn world, they overpower a super monkey just on that feat alone.
