    I think, like Twilight said at the beginning of S8, Tempest/Fizzlepop was out traveling Equestria to spread about the Storm King's defeat, but, I also think she was also bettering herself with her travels, perhaps along with Grubber.

    I think Luna's still guarding the DreamWorld, it's still her ability to enter the dream world, so I believe she's still guarding it.
