When you have been living regally and formally for years, you get your fun where you can. I imagine Celestia must have been making a list of things she wanted to do, but as the main ruler of Equestria, she had to wait until someone like Twilight and her friends could come along to either ease her bureaucratic duties or just shake things up in ways she couldn't. Having self control constantly for many ages has to get boring over time~
