What does it mean when someone can't receive messages?

Site Questions & Tech Support would be a much better place to ask such questions.
Anyway,Members have the ability to completely disable messenger if they wish so. One of the potential reasons may be receiving spam or simply mean messages, that they no longer want to get. If someone prefers to not have any private contact with the others, this is the option for them.

You can disable your messenger at the bottom of the inbox.
SpoilerDisabling messenger removes it from the userbar
and prevents from receiving messages, by throwing errors at the ones, who try to do so.
Note, that you cannot compose, nor view messages at all while it is deactivated.
Enabling Messenger
You can enable your messenger back at any time.
While the messenger is disabled, a new position is added to your account menu.This option will ask you if you want to enable it back
and after clicking [ OK ], it will take you to your messenger just like it was before disabling it.
Disabling the messenger does NOT remove your conversations. You can disable/enable it whenever you want without losing anything, except the new messages, that will be blocked while having it deactivated. You don't even receive a notification, that someone tried to send you a message.
OR
The member has added you to his ignore list.
If you happen to be in such list, you'll get exactly the same message when trying to send one.
...so rip.

If someone chooses to ignore someone, it's a private preference. Therefore, I won't feel comfortable helping you establish this, so forgive me.
Either way, no matter what it would be, that user simply cannot receive a message at the moment and it's not a bug. Knowing the exact reason will not change anything.
