Thought I had posted this before, but the internet seems to have eaten it.  Try again.

 

For Cutie Marks, there seems to be 2 requirements 1) You love something & 2) (The Biggie) You ADMIT you love it, at least to yourself.  For example, AJ lived her whole life on her farm but it wasn't until she left that she realized what it meant to her &  got her cutie mark. Rarity had been working on costumes for a while (it was the night before the play), but it wasn't until the crowd applauded that she realized what it meant to her. Twilight had been using magic & Dash had been flying (& probably racing) their whole lives, but it wasn't until they realized & ADMITTED to themselves how much it meant to them that they got their cutie marks.

 

This is where their problem is.  Scootaloo's passion is that scooter.  She just about lives on that thing. She would marry it & have its children if she could.  If she was an Earth Pony or a Unicorn, she would already have her cutie mark.  But, Pegasi can fly.  For them, this is like having a cutie mark in tic tac toe.  She can't admit it to herself & thus she is blocked.  Maybe someday she will get a cutie mark in mechanics or something like that (she did seem good w machines in Bad Seed)

 

Sweetie Belle seems to like singing.  In For Whom The Sweetie Belle Toils, it is shown that she has MAJOR sister issues, almost as bad as those that led to Luna becoming Nightmare Moon. I'm less certain of this than I am of S's cutie mark, but it might be that her cutie mark is supposed to be music.  However, Rarity is the manager of a band (& thus might be pretty good at music)  It might be that SB refuses to admit that she likes music because she fears that R is better than her & she won't have a cutie mark that she isn't as good as her sister.  Thus, she is blocked because she won't admit what she loves

 

Apple Bloom, Idunno.  In the Cutie Pox episode, it is shown she is working with Zecora to learn potions.  Maybe this is her destiny?  Apples do seem to be late bloomers, so it might be 2-3 years before she learns.

 

On a somewhat different topic.  Getting a Cutie Mark is a big deal.  Some pony societies might have a ceremony like a bar mitzah to mark it.  You might take a new adult name during the ceremony.  Hey, a lot of women take a new name when they marry & a cutie mark is about that important
