I have decided to make an anime about MLP, but it's going to be VERY different from other animations, I never really do this but, since I have decided to target only female audiences (requested by pegasisters), there is some kind of action to it, but you know, romance too (No, its not hentai/pg18). So,  I need professional/good voice actors (no payment btw):

Well, technically we don't have to. However we would most likely get sued if we get their permission. Unless the project falls under fair use of course. Though, I doubt that this project falls under fair use.

Well it could fall under "work of fan art" seeing how we don't plan to ask cash for it(Sadly this means no crowd funding)

Well as right now Hasbro's copy right does not include fan art as a breech of copyright (Hens why hasbro doesn't go around Axing cons) How ever if you start selling stuff, they get picky. On the kinda flip side of the the Copyright doesn't hold true for "Changes(Such as name and Gender) Hens why Starswirl can keep making it's game, and under how they made the copyright and how this is pitched We are good. because we aren't going to be using any of there ponies (At first anyway)

Quite the opposite actually. You see the owner or owners of the copyright has the exclusive right to "prepare derivative works based upon the work".

Actually, OP said that he wanted to base the anime of mlp. This means that it's a derivative work and if you remember only the owner of the copyright (and those with his/her permission) has the right to make those.
