Who Rules Equestria?

As far as I can tell, The Tree of Harmony rules Equestria, but is happy for the Sisters to carry on thinking they do

Seems to be true though. It orders the Mane 6 (and now Starlight) around using the Cutie Map, and a threat to the tree is clearly a threat to the Sisters (whose Cutie marks are on the trunk) too - As we saw in the Princess Twilight Sparkle extended episode. Plus any time the Mane 6 or the Sisters have taken out a threat, they have borrowed from the Tree (via the Elements, or whatever that multicoloured thing they did with the chest was) for the power to do so.

Yea, but its the three princesses (cadance rules the crystal empire, which is part if equestria isnt it) are the ones who organize everything my opinion
