I think Rainbow Dash got the most development. She may have gotten knocked down a few pegs but she improved overall, culminating with Hurricane Fluttershy. She puts Fluttershy's feeling ahead of her own and even forgets about the record when it's no longer possible.

I'm also going to say RD. She showed that she truly cared about Fluttershy which really showed that she truly is the element of loyalty, gave something a chance that she was certain she would hate before (reading), and learned that it's okay to love yourself and your achievements, but that not every pony likes it being shoved in their faces.

I think there was an equal amount, really. Except for Fluttershy. The only time she tried to get past her shyness, she became a monster :/

I HAD TO FALL TO LOSE IT ALL BUT IN THE END IT DOESN'T EVEN MATTER /WRISTS

With the flutter shy thing, could that not also be seen as being selfish? Yes she cared for her a bit but only so that she could break the tornado record.

However I think in the episode dragon quest she kinda showed this by being with Fluttershy in the butterfly migration and waking her up so that they didn't miss cider season and I guess protecting her from the changelings.

I thought overall twilight got the most development, she may not have got as much development in her feelings, but she defiantly got the most development in family relation's and how people treat her and react to her.

Everypony but Fluttershy. No character development in the slightest. Learns a lesson one episode, is completely the same in the next.

Twilight didn't get much, she just flipped her lid twice and we found out she had a brother. Rarity got a bit with her relationship with Sweetie Belle and her friends, but not a whole lot. Applejack got a little too in The Last Roundup, but not too much beyond that. Pinkie got a little more than the last 3, with her learning about responsibility and a different kind of friend. RD and Fluttershy definitely got the most of it though, and I think FS nudges out Rainbow with just a bit more development than her.

i think Rainbowdash had the most development but they made it so thet we dislike her so she can be redeemed but it doesnt work for me altho she had the most development she became my least favortie of the mane 6 so i dont think it was a good think its not like fluttershys charactor development were we root for her later.

the rest of the mane six got pretty even delelopment

Sounds like Fluttershy mattered more than the record

Spike: It's okay, Rainbow Dash, you've still got plenty of wing power for your tornado. You'll be able to lift tons of water up to Cloudsdale!

Rainbow Dash: [sighs] If only there was a way to lift Fluttershy out of the dumps.

Fluttershy, I can't even think of any other significant character development for any of the other characters.

Maybe Rainbow Dash would be second because she now likes to read books, but that's not really as big an obstacle to overcome as Fluttershy's shyness and defeatist attitude

Everypony but Fluttershy. No character development in the slightest. Learns a lesson one episode, is completely the same in the next.

It wasn't mainly about forgetting lessons so much as it was the desire to become herself again.

Fluttershy demonstrated admirable feats in both episodes focused around her - season two didn't have that much Fluttershy, so seeing her in action opened quite a few eyes. I will say this - it's not easy to bounce back to your former self after realizing your friends become disgusted with a new attitude, which that disgust spreads over to you as well - as such, she locked herself away in her cottage for quite a while before Pinkie and Rarity convinced her that there were other ways to be assertive The problem with Fluttershy was that she wasn't being assertive so much as she was being a total bully at times after her sessions with Iron Will. You could feel her transformation as she went from being a "doormat" to just a huge jerk, even pushing around ponies who did things that infuriated Fluttershy unintentionally. It eventually got to the point where she became highly arrogant and started pushing her friends around, even spitting in their faces and blasting their dreams.

A quick transformation like that proves that ponies of Fluttershy's nature can fall prey to extremities and lack of discipline. It is known that she gets into a rage when she starts becoming impatient, but this time, she continued to apply the rules that Iron Will taught her to very harsh degrees. They weren't bad at all to start off with, in fact, it made her a bit tougher, but she was out of control. It takes time to recover from that sudden personality change. Her grace and maturity proved to be more than enough to overcome that obstacle, though. In time she reverted back to be being her original self, but this time she knows when to put her hoof down and when it's not really worth it to do so.

All that being said, her other problem surfaced: self-conciousness. She wasn't the best flyer, as she was extremely nervous about doing performances and flying in front of big crowds to fulfill an objective - you can't be assertive and tell people off in that case. They will laugh at you for being grounded anyway. A reserve player in the NBA isn't going to be cheered on by anyone because he's perceived to have very little skills which won't help his team at all, so they laugh at him. The only way he can make them do the opposite is by rising to the challenge and doing his absolute best, hopefully with good success - which is exactly what Fluttershy did by flying at a really high speed and effectively getting all that water to Cloudsdale. As a varsity athlete, I know what it feels like to be laughed at because you aren't "good enough", and it's a real confidence killer and it's no wonder why many athletes are self-concious about their game, but then it's time to elevate your skills.

Self-conciousness and the lack of assertiveness makes you really vulnerable, to be quite honest. As much of a nice pony Fluttershy is/was, she let ponies take advantage of her from time to time and it really did end up having consequences for everypony involved. That being said, she learned her lessons quite quickly and effectively compared to any of the Mane 6, only acting on assertiveness when she needs to and definitely being more confident with herself after Hurricane Fluttershy.

Her original personality will still remain. Yes, she might still come off as shy, timid, and not much of a talker, but the lessons she learned really impacted her attitudes towards other ponies, not letting them boss her around like before, and being hailed as a pegasus who can really fly. This was all established near the end of the season, of course, so it is sort of hard to conclude that Fluttershy has developed the most out of any of the Mane 6. Nevertheless, she proved herself a LOT in a short period of time - how many shy and passive people does anyone here know who's risen to the challenge and silenced their critics?

Rest assured when season three rolls along though, we will get to see which character learned the most from season two.

Lol I can't believe I've missed the point of the episode :/ but yeah after re watching it and thinking About it, it is all about Fluttershy and less about tornados.
