Its probably more princesses appeal to little girls more then a prince or king. Plus it would be weird if there was a male ruler when all the main characters are female. I highly doubt that they made Celestia the ruler because of little girls' unlikely dreams of becoming a president. I am pretty sure it was "fairy tale, princessessess" first, "girl president" second. And I'm sure the cliché princess tales told to young girls have something to do with it. it just seems so strange that a show for little girls promotes monarchies and dictatorships. I believe Lauren Faust made mention of Celestia originally being a queen, but Hasbro got antsy due to the association of queens with evil in fairytale settings; thus she is a princess. If anything Celestia is intended to inspire young girls. This is not so much a juxtaposition with men (i.e., portraying male leaders as irrational warmongers while female leaders are fair and loving) but rather part of the broader theme of female empowerment Lauren sought to emphasize.
