No he cannot. Keep in mind that I am the DM and that this is the rule. The base is currently not accessible to Maven.  You cannot take over a base unless you have permission. If you're not careful you're going to become too OP.

Going into the base, not taking it over, going into it, is currently the only thing I can do to involve Walsh in the role-play. Nobody else has a single government character aside from Hunter, who is currently in the middle of not being involved in anything.

I don't want to repeat myself every time you post. There is a reason that the rule is in place. You need to get a neutral ally (current or former) to open the door for you (Butajiri doesn't count, nor does Hirue.)

If you're unwilling to listen, then you need to find another way to get Walsh in. Also, my characters have zero reason to let you search their home.

Although I disagree with the idea that I can't enter even though I easily can. I accept it. Will you please add those government characters you said you would?

I think Koenma's waited long enough for a response, so would either of the two people he requested a response from interact with him already? That is of course, unless you already have, which I think isn't the case thus far.
