Welp, I decided to make a new avatar, because none of the ones I've drawn so far include both best pony and my OC.

OMGWTFBBQ that's one of the best I have ever seen! All I have to say is that the hat looks flat on the top and wrinkle it. It's good. No the best.

It is actually wrinkled, however the overlay layer and the way I shaded it kinda lose that. And I'm much too lazy to fix something like that.

Mostly experimenting in Photoshop to do the special effects bits. For the drawing themselves, practice. But for the effects, just experimentation.
