But there's a big BUT.

I'm banned from Welcoming Plaza, therefore I can't see who posted there.

Therefore I can't welcome new ponies even through a PM.

You can't even visit it...now I'm upset. The point of the ban was to prevent you from posting excessively and spamming, not because you greeted too many people. They pretty much won't let you greet anypony, even after they recognized your enthusiasm for greeting new members, which now clearly means the ban is overkill.

Except that... sometimes no matter how much my argument makes sense when I'm petitioning for something, it always gets shot down somehow, without a second look at it or anything. I don't like when people can't be open to suggestions that make everyone happy and at the same time still pay the price to an extent.
