It's hard to attack an enemy that is made up of innocent people.  The saddest part was when the first showed up in the new series and the emotion inhibitor was damaged, and you got to see the human inside.

I also don't like when villains disguise themselves as another person after they've been killed, and boy does that happen a lot in Doctor Who.

What about the Dalek Puppets in Asylum? They were normal people until the Daleks turned the into Puppets. And Clara she had the full transformation.

I do remember the first Dalek in the new series.  I actually cared for it. 

 

And aren't Daleks also alive?  Or also created from living creatures such as humans?
