I am currently planning a human RP. I don't necessarily need help with any ideas (though some input and criticism would be nice), I am more so just creating the planning page to put my ideas to text.

Story (WiP)

Area 51 is famous for its high security and low disclosure. While much is unknown about Area 51, there is plenty of speculation. The majority of people assume that Area 51 is where the United States government keeps their top secret technology. Some people think that Area 51 is where they seal away extraterrestrials in bubbling tanks. All of them would be wrong. Area facilities (Anonymous Reserved Esoteric Agencies) are facilities all around the world, in different countries, on different continents, each one numbered. These facilities are homes to some of the best kept secrets, the Areas (Anonymous Reserved Esoteric Agents). Area agents are people of all different skills and capabilities, and while they are all very much so different, they all have one thing in common: their vocation's have been long sense forgotten or faded into myth. For example: witches, warlocks, psychics, ninjas, samurais, necromancers, vampires, demon-possessed, werewolfs would all fall into Area's jurisdiction.

While much manpower from each Area facility is dedicated to finding these special individuals from within their countries and bringing them in to join their Area forces; Areas do it all to fulfill one purpose: to send out their agents on covert missions against other countries who would stand in each Area governments' respective way. Each Area is tasked with defending their homeland, and attacking enemy territory. While wars with regular soldiers wage on the surface, deep beneath each event Area agents are battling each other.   

Characters

While my intention in this RP is to allow as much diversity among character creation as possible, I also want to keep it within some form of parameters. For the most part, I want character powers to originate within folklore. I don't want to see someone creating a power specifically from an anime or video game because they want to self-insert themselves as that character from that medium of media. Another thing, just because you choose to be a ninja does not give you free reign to have your character wear bright hunter orange, have whiskers, and say, "believe it". Make your characters as original as possible within their respective origin power.

Vampires: there are various forms of vampires in the media, and their powers vary from story to story, so I am going to set their parameters right now in case someone chooses vampire. Vampires are created by being bit by a vampire and then after, drinking the blood of the vampire that bit you, sealing a contract between you and your master. Under the contract, the master has the ability to inflict severe pain upon his servant if the servant does not obey the master's command. If the master dies, the servant is free of his contract of servitude. I realize that with this in place, some people might not want to have a master. If you don't want to have a master, create the story of how your master died. You can not have a servant unless a separate RPr willingly wishes to become a servant , and I will tell you why a little bit further on in the characters explanation.

Vampires can eat regular food, but it wont satisfy them, they must have blood. Merely being bitten by a vampire will not turn you into a vampire if you wish to donate blood. Only if you drink the blood of the one who bit you do you seal the contract. Free Vampires (vamps with no masters or are a master) have superhuman speed, super human strength, the ability to conjure familiars, the ability to shape-shift, the ability to fly, the ability to shadow walk through solid objects, and super human reflexes/senses. Vampires are professionals at deceit and trickery, and as such, are not vulnerable to things like brainwashing, illusions, and subliminal suggestion.
Vampires under servitude can still do everything a Free Vampire can, but only if the master authorizes it. The master can release the seal on some of a servants powers, or all of them. Generally master vampires just allow servants to have super strength, speed, reflexes/senses, at all times. But some don't, it is just preference on the master's part.
Vampires can expose themselves to sunlight, but it weakens to the strength of a normal human. Vampires have no problem with garlic, but they do get burned by holy water, and can die from silver bullets, steaks to the heart, or beheading. 

I want this RP to be mostly about character development, I don't want to see characters with maximum power who are so strong that they are Mary Sues/Gary Stus. I want to see characters grow into strong characters. Which is why I limited vampires characters to not having servants right away. Area facilities are essentially training grounds and living quarters for Areas. So some of the time spent in the RP should be for learning a bit more about your powers.

This is just a rough idea, if you want to give me input on what I should add or change, I will definitely take it into consideration.

Rules

Limit to one character per person. Now, this may sound contradictory to those who are vampires and must have a master. However, when I say one character per person I mean one Main Character per person. Your main character is going to be the one that interacts with everyone regularly and the one that you fight with. You can have as many side characters as you want, to flesh out your Main Character character, but only one Main Character.

As I stated before, all characters need to be original and not solely based off of any form of media. If I feel your character is blatantly ripping off any anime, video game, TV series, or book series, I will not permit you to enter the RP.

Must be literate in the English language to at least a high school level. If I feel you are not up to par with the writing standards I set, I will not permit you to continue in the RP.

No God Modding/Power Playing/MetaGaming
No taking over another person's character. No insta-hitting in attacks against another players' character.

Either a Kitsune from Japan or a Algonquin Windigo. The Kitsune are more well known, but if you allow two characters and these two, I would like to play both. Here is a description of each.

 

 

Kitsune:

In Japanese folklore the Kitsune is an intelligent and magical being. The creature’s strength increases with age, wisdom, and life experience. Kitsune is a Japanese fox. They have the ability to assume human form and are great tricksters. The creatures are noted for having as many as nine tails. A kitsune may take human form when it reaches a certain age, usually 100 years. They prefer to assume the shape of a beautiful woman, young girl, or elderly man. The creatures have the ability to clone the appearance of an individual. Kitsune have a fear and hatred of dogs. They can willingly manifest themselves in people’s dreams and create illusions so elaborate that they are perceived as reality. The kitsune can fly, become invisible, and often times generate fire or lightning. In some regions of the world the creatures can bend time, space, and drive people mad.

 

 

Windigo:

The Wendigo is a creature appearing in the mythology of the Algonquian people. Descriptions of the Wendigo vary across culture, but they are generally described as a large alien-like canine beast. They are malevolent and cannibalistic creatures. Wendigos are strongly associated with the winter, the north, and coldness. Human beings will transform into Wendigos if they perform cannibalism. The person will become possessed by the demonic spirit of the beast, usually in a dream. Once transformed, the individual will become violent and obsessed with eating human flesh. These monsters are the embodiments of gluttony, greed, and excess. They are never satisfied with killing and consuming one person. Wendigos are constantly searching for new victims. They have been classified as giants and upon transformation the human will grow considerably in size. They populate rural and highly forested, mountainous regions. Recently the Wendigo has become a horror entity, much like the vampire, werewolf, or zombie.

I know what a Kitsune is, and I don't have any problems with that. I was not sure what a Windigo was, and that sounds spooky as shit. I wanted this RP to be as much of a slice of life as it is a battle RP. I want everyone to interact with each others' characters in different ways while back at the Area bases, while also being capable of combat so there can be skirmishes against the enemy countries. I am not quite sure how a Windigo would be allowed to be admitted inside Area 51, let alone interact with other people. Also, as I stated previously in the original post, everyone only gets one main character, and the side characters that are made should only be made to further develop the main character.

OK, I missed that part, I apologize. But, would the Kitsune be allowed? Much more tame, capable of both combat and sol situations. Of course the character Age would be rather high due to the abilities showing up at around 100 according to that article and that is what I would base my character off of.

Yes, that is fine. And since Vampires are allowed I expect some very old vampires, so I imagine that there would be some very old vampires as well. So age isn't a problem.

Well, it's going to be up to each individual character to figure develop how they get to 51. My character is in vegas drinking his savings away, I was just going to have it to where he was being shadowed by a Area 51 agent and the agent is going to approach him offering him a job again because he is running out of money, and so he starts working for Area 51. I would assume everyone else who is already part of a seperate Area, as long as the country is allied with the us, could have their commanding officer tell them they are being sent to 51.

We are going, mostly, by actual current real-life country relations. Yes, Japan is currently allied with the US and we have good standing with them, even have a few military bases in Japan.
