In a article from khinsider they have a  source link from ign saying that the CEO of square enix Yosuke matsuda had a long speech from a translated site :

We are aware that every one is excited for kingdom hearts 3 and for the work we are putting hard at work to get the best experience u can get on both systems it was a verry good idea switching to unreal engine 4 making it easier to code and make the paste faster but also taking time to ware there are no glitches and run just as smooth on both systems with 1080p and 60fps but as we all know that our great actors for xehanort Masutā Zeanōto and Leonard Nimoy had been passed away and we will sincerely miss them but with all that said we will give u a huge announcement that we are gradually are releasing kingdom hearts 3 for both systems on November 20 2015 if we had to push it back i hope all of you die hard fans will appreciate the wait because it is worth the wait !.
