Whitney and her sister, Britney, are the Biskit Twins. They are two of the antagonists and the daughters of Fisher Biskit, the owner of Largest Ever Pet Shop.

 

For a vague comparison, Whitney is an evil version of Diamond Tiara. (If that says anything.)
