request i need someone to draw my oc for me cause for some reason ms paint isn't working

as the title says I need help with making my oc /account picture since how that is my old one. so yeah I need someone to draw it for me no money involved cause right know I'm broke

my new one is shining red and blue with a mullet like hair style and has a lightning bolt for  a cutie mark.
