I finally figured it out! 

Spike was called to Canterlot by himself for a few days. There Celestia told him about how proud she was that he helped bring change to the Dragonlands and install a much kinder leader. And for that, she had decided to declare him "The Official Equestrian Ambassador to The Dragonlands".

Oh please! The writers just didn't want to include him in the story, let's be obvious there.

I'm sure the writers wanted to, but, this is an interesting theory, he was in Canderlot being called the Friendship Ambassador to the Dragonlands.

I don't think that's what happened, but it would be a cool thing. It would be cool to have an episode on that, and give Spike an important role.
