I don't think so, they didn't reform Sombra, Tirek, and Crystalias. They can't reform every villain they face, won't be realistic.

Tirek and Chrysalis are apparently confirmed to be in Season 8, and people are rather worried that one or both will end up being reformed.

out of all the villains in the show, half of them have been redeemed, how is that bad really?
