If you try to make any money off of it or have it professionally published (given ISBNs) then absolutely, Hasbro will send you a cease and desist (or you just won't get past the publisher). If this is all free for public consumption, then there's nothing to worry about.

The entire style is MLP. What the heck is an "earth pony," plus the very MLP styling of names. You'd have to create your own original dynamic and world style.  Sun Swirl? Moon Shine? All sound like MLP style naming conventions. 

The dragon/pony hybrid is a non issue - it's that you have My Little Ponies and dragons

Well since pegasus and unicorn are common fantasy animals they wouldnt necessary need to be changed imo but one thing that i saw was the art style and i think it would help if it would be more distinct from mlp 

As that could help ease the situation a lot I think. It also sets the scene for a different dynamic and setting which I think influence a lot in storytelling and it separates your work from mlp more successfully

If I were you I would possibly get some type of a legal publisher/consultant to review your story's and characters and compare and contrast the differences and similarities between them and Hasbro's properties. I've never done anything like this before, so I feel like if I were you, I would go to some actual legal professionals/publishers first before deciding what needs to be changed with said series.

This is pretty much unknown, but it does exist (it got linked on an old forum thread on here), and I plan to use it for a FiM fanmade episode thing I'm trying to start, but Hasbro does have a "Permission to Use" request/form system.
So if you want to try this route, you can, and I'll leave the links to it.

A bit of instructions under the "Permission to Use" drop-down:

Mind you this is no guarantee you'll get permission, but this would be the least dodgy way going about what you're trying (if you wanna make money, and if you don't, it's still a good idea).

It's not so much the story as it's the design of the characters. Plus some other minor things, like you using the term earth pony and having ponies raising the sun and moon.

A, what on earth is a creature pony? B, I'm not entirely convinced that's enough of a difference to matter (the same goes for them not living together and one being male and the other female).

Ok, so on a completely unrelated question. Does the majority of inhabitants in your world live under the water?  I mean, if they don't it doesn't really make much sense for this kind of pony to be called surface ponies.

Raphluna, How do you know your safe ? 

All you can really do is write to the Hasbro company and if they say no to your idea then you have nothing lose. In fact long ago I wrote Hasbro on my toy changing robots idea got permission to use my own versions of the Headmasters, and Pretenders the idea was called Waracons N Crushazoids  enjoy the instructions when I have time to put it on here.
