No, I don't think so because how in Equestria would she be about the same age as Twilight at the beginning of the series while Sugar Belle and Big Mac's kid is about the same age as the CMC at the beginning of the series, as well as Pinkie Pie and Cheese Sandwich's kid Lil' Cheese being around the same age as the CMC in the beginning of the series as well.  Also, there was never any actual conformation of Sunburst and Starlight being together, so it's pretty unlikely that she's their daughter in my opinion.

But it's not like they matched the timing for having kids at the same year and the parents aren't confirmed to be the same age either. They look like the same age, but we don't know for sure just for looks. The epilogue happened on a future distant enough for the age differences between the 2nd generation's age.

Problem with this is, if she's Starlight's and Sunburst's daughter, that means she grew up in Ponyville. She was raised by a pair of ponies who are running a friendship school, in a town which is basically the friendship capital in Equestria, living in the same town as the rest of Twilight's close friends, not to mention her parents are also close friends of Twilight's. How does a mare like that end up not only being as averse and unknowing about friendship as she is, but also not knowing that Twilight and her friends still meet up and that friends don't have to drift apart? She'd almost have certainly been introduced to Twilight by Starlight even before she became her student, and she would definitely know the Mane 5 too. Her entire attitude and views on Friendship make zero sense if this is the case.

Jim says no but Josh says yes however Josh only says yes that they are related. Which has also led to the theory that she could be Firelight and Stellar Flare's daughter believing they hooked up after being brought together.

I think there are always a possibilities of a black sheep in the family. There were lot to be considered whitch didn't happen on screen, but just assuming by the ponies surrounding her wouldn't assure everything. Friendship wouldn't have worked if she simply didn't allow it.

Not that I'm sure of she's Sunburst and Starlight's daughter either though.

Probably not, she is way older then pinkies kid and big macs kid and of course if she was starlights child she would have grown up in ponyville, so it wouldn't make much sense. She is probably unrelated to any of them.
