Where exactly do I ask someone to do a commission for me if it's not in any of the commission shops?

For example I'm thinking that if there's somebody out there who can draw Will Guide as a Luca style Sea Monster and human (2D, doesn't have to be 3D), where on the Forums would I put forth the commission?

Find someone in the Commission forum who’s skill and style interest you and ask them if they can do it. Most of the artists in there can create characters outside of the normal pony style and types, and most of my commissions here are not Pony at all.
