It's just a wallpaper actually. You save images to a USB storage device, put the device in your XBOX, go to Settings, and change your dashboard background to whatever image you want.

Yup, what NASCAR said. Put any picture you want onto a flash drive, put it into your Xbox, go to Photo Viewer, External device, and go to the library that the pictures are in. Then hit Y on the picture you want to be your theme and there you go.
