It's a reference to TWD98. He's a YouTuber who makes Mario Kart videos. He does a series called Rate That Custom Track!, where he and a friend (Justin) rate Mario Kart custom tracks. (Probably could have inferred that from the name.) Justin usually comes up with completely random numbers to rate the track, including "2no3/10" and "yacht/10".
