For me, it would be Sora from Kingdom Hearts. He starts out in KHI as nothing more than an immature child who wants to "adventure" and be with his two best friends, Riku and Kairi. When the Darkness takes Destiny Islands, he is horrified. He is delivered to Traverse Town, where he is awoken by Pluto. He is amazed and excited, with a touch of fear and worry. When he discovers Donald and Goofy, an unbreakablr bond is formed. They travel the universe, from world to world, saving them from the Darkness. They make many friends along the way, and Sora becomes more and more mature as they go, considering all the things they've seen and done. When they arrive in Hollow Bastion, Sora loses almost everything. He is a weak and sore child, but when Beast finds him and helps him, he had a slight particle of hope. When he and his friends reunite, he is changed greatly. In KH2, the Sora we see of incredibly different. He is mature, much of the child we once saw is gone, and is replaced with a semi-mature young man.

I would say Lee from the walking dead they develop him very well in my opinion, you see him change from a normal man about to be sent to jail to a survivor ( and protector for Clementine ) trying to do everything he can for him and his group to survive.

 

You really care for Lee and Clementine and when the game ends you care for them so much that you just can't help but to shed a tear ( at least one ) at the ending.

Travis Touchdown(No More Heroes) - In the beginning of the first game he starts out as a cold blooded assassin who only cares being the best of the best, but as both games progress, he begins to value life more and more and makes it his goal to destroy the organization responsible for the assassin ranked fights

 

Squall Leonheart(Final Fantasy VIII) - He starts out as an unlikable loner who goes through some radical changes through the first 2 discs alone and manages to be a strong and noble leader with a soft spot for love.

 

Vivi(Final Fantasy IX) - Let's just say he's the most depressing character(in a good way) I have ever seen

 

Solid Snake -  I don't think I need to explain myself

Without a doubt I would say Revan from Star Wars Knights of The Old Republic. He questioned the jedi order and their decision to remain neutral in the Mandalorian wars convinced half the Jedi order to follow him and join the republic in the war effort and became one of the greatest military leaders the republic has ever known and lead them to victory against the Mandalorians. During this time he and his friend Malik went to the dark side and became known as Darth Revan and Darth Malik, Darth Malik betrayed Darth Revan and left him for dead and he was soon captured by the jedi order. His memory was erased and replaced with a false identity, he found out toward the end of the game that he was Darth Revan all along turned back to the light side and helped defeat his former apprentice and friend Darth Malik.

Anything you say? Then my choice would be Sokka from Avatar. Starts out a rather whiny kid, who clearly is in over his head trying to be an adult, and by the end of the series is a respectable and dependable leader, and the single force keeping Team Avatar together at many times. No special abilities my foot.

Prince Zuko from Avatar. He starts out spending his whole life searching for the Avatar, trying to regain his honor. He's a douchey disrespectful prick. By the end of the series, he turns out to be a pretty nice guy.

 

On a side note, Iroh is best character. Ever. From anything.

The biggest development I have seen in a character was Gohan from Dragonball Z. At first, he is a whiny little brat, then he starts to mature and toughen up. Gohan was able to defeat Cell, and make Goku more proud of him. But, I guess we could say he developed more during the Majin Buu Saga.
