Get this: for the past several months, I applied for two different universities (let's call them A and B ) and thought I wouldn't get into B and so I started planning for A. Then I found that I was accepted into B, switched my mindset for B, then found that A was so much better in terms of actually getting there, gave up on B, and went back to A. Both universities are about 90 miles away and moving is not an option due to extremely complicated family issues and timing.

I changed my mind back to A and, well, continued the process of registering for A. I'm so deep into A that B is no longer viable, even though B is closer by about 5 miles compared to A.

Also, I don't think 5 miles makes too much of a difference to 90 miles.

The commute doesn't account for differences in terrain. One snakes through a mountain, the other connects with a roller coaster of an interchange (several, actually). Guess which sounds more fun and easier to drive along.

Well, I don't drive, so...

 

I think it should be whichever actual university is better.

But that's just the opinion from some person on the internet who has never been to a university.

The institutions's accolades is actually one of the things I look at, and the two compared are actually pretty good already. Because of that, I can go by whichever is easier to get to.
