I think in German we would say that person is "sparsam" (positive) or "geizig" (negative) or "knauserig" (really negative); although if you type that into a translator you're not gonna get "cheap" as a translation

(wtf; "knauserig" translates to "niggardly" ; I feel like that's racist)
