I have a cold OC that could be a bully. Kind of like a bully to bullies but also a bully to other ponies as well. He basically has no heart and only sees the weaknesses in everyone. He thinks bullies are immature an idiotic, but thinks the ponies who get bullied are weak themselves. He wouldn't advance on someone unless he sees fit.
