Luna is more classical then that though, she's stuck in the old times and being a romantic (in the philosophical sense not the lovey dovey sense). When she looks at Steel she thinks of him as a noble knight, not a guard or an assassin. And again as a princess she would have never have let anypony know what she felt except maybe Celestia. Both her and her sister gave up on love long long time ago.

 

To turn that logic around though, think what the subjects would think if two princesses running a country together adopted a pair of orphans off the street and raised them together as a pair of mommies. Most countries have trouble with that concept right now between normal people... Equestria must be very forward thinking and liberal haha
