From what I've seen of Adobe Premier, it can do that kind of stuff.

That's really all there is to say on the matter.

I concur with this. Vegas is super powerful and common among many PMV and YTP editors, but personally I've stuck with premiere and been just fine. Besides its powerful user interface, premiere has numerous sizing, synching, and auto options to help a beginner user get started.

Adobe premier is very good but like most of adobe's programs they cost good amounts of money. A classic would be Windows Movie Maker. If you know how to use it well you can do some pretty great stuff with it. Other good programs if you use a mac would be imovie. Imovie is free i think. Even flash can be used if you have it already. Turn movies into animated gifs and put the into flash. But flash isnt some thing you would spend money on for video editing. I would still recommend at least trying premier and learning to use movie maker well.

  • Windows Movie Maker - Very basic, will let you cut/copy/move around video and add some basic effects/text, that's about it.
  • Adobe Premier - Expensive, pretty powerful and does a lot. Can do some pretty technical things with it. Although it's expensive, media folk like it because it couples in well with other Adobe programs which can help, such as Adobe Soundbooth for recordings, or After Effects for special effects. Has some good tools for masking though (the process of cutting out the ponies from the videos).
  • Sony Vegas - Quite affordable for what it is. It's fairly powerful, will do some good videos, will let you add effects and some nice text effects. It isn't the best for detailed special effects, and can be a bit tedious for masking. This is a good all rounder and my program of choice, does everything I want it to.
  • AVID - This is industry standard for Windows machines. Most media companies that run Windows computers will use AVID for their media production. It's a bit more complicated than Premier/Vegas but can do a bit more, and is a nice all rounder. It's also cheaper than Premier, but more expensive than Vegas, a couple of hundred dollars.
To do the kinds of videos you showed, Vegas would probably be best. You can get vectors off the internet to use, or cut them out yourself in Photoshop, import them in and use them that way. If you're wanting to edit audio, then I'd recommend a specific Audio production/editing program, like Magix Music Maker as an example.

Any more help/questions then let me know!

(edited)

The second one is defiantly done in Sony Vegas, I know because of the poor pitching and bad visuals.

sony vegas = easy to use, very basic.

Adobe after effects, isn't used for stuff like this, but it can be,, if you want to make something more advanced, you COULD use it...but it takes a long time to get to use.

Premiere Pro is used for video editing and mastering in Professional pipelines. Friendship is Magic is finalized with it.

After Effects is used for compositing and special effects. It's controls are much more precise and varied, but make video clipping and audio control extremely difficult. It is not recommended for music videos unless the audio has already been assembled as a single file.

Both of these Adobe programs can be exceedingly complicated. Tutorials on Youtube are highly recommended.

Currently stuck with Windows Movie Maker, however, I use Adobe Premiere Pro Cs5 at school, along with After effects.

Hoping to probably invest in them, and will probably get the Source filmmaker eventually.
