Why didn't Princess Luna consider yearly sleep over-like events so she would be able to interact with her subjects? 

Then she wouldn't have become jealous enough to become Nightmare Moon to begin with.

Or Princess Luna could do what she does best, throw parties. Even without Nightmare Night, it would've been entirely possible for her to arrange a different one. I like Nightmare Night though, not because of Nightmare Moon, it is because Princess Luna proved herself capable of sharing happiness with other Ponies, she is not the moody edgy Pony she appears to be sometimes.
