It's canon to the Arkham verse but as for the main verse, even then, Joker's brawls usually don't start off with Joker Toxin. Hell, in Hush, the instant Batman saw him, Joker hauled ass as fast as he could to try to run away

 

And he has 5 minutes of prep, he had days of prep in Hush. Yet he didn't bring along some toxin 

Hardly matters, it's standard in a Joker arsenal. Anyways, he has other weapons, take your pick, most of these will take Vulture down just on surprise factor :http://batman.wikia.com/wiki/The_Joker's_weapons

Although I don't know why you'd give him prep, then say, "he can't use weapons"...

This is why Joker isn't as dangerous as people like to say he is. Joker's jokes can easily backfire and bite him in the ass

The Joker fools around with Batman...a lot. Not necessarily for other people, like Jason Todd. He's not invested enough here to spend time playing around.

It wasn't a case of fooling around, he was getting run down and he drew a gun on instinct, when it doesn't kill Batman his reaction is less than enthused, something to the lines of

"....Wrong one"

While looking completely and utterly disappointed.

 

Also, Bane beat the living snot out of Joker in a brawl. Vulture is stronger and faster than Bane

That really has nothing to do with laughing gas, or one of the dozen of other weapons that would end Vulture.

You keep saying that Vulture is stronger than Bane. How is Vulture stronger than Bane?

What it has to do with is that Joker's competence with weapons is very strange. It varies from pulling out the wrong weapon, to being a crack shot

 

And as for Vulture's strength compared to Bane, Spectacular Vulture(the one in the OP) was tearing apart an armored car's roof and was also able to tear apart Spider-Man's webbing, given a few seconds. Said webbing can catch a falling helicopter. Vulture is at least on the same footing as Bane, maybe a bit stronger, maybe a bit weaker. Bane with Venom is stronger though, but that's not relevant considering Bane wasn't on Venom at the time he owned Joker
