Alright, fine. If it truly is just on the whim of a moment. Luna would just put all her power into one shot at Celestia at the very beginning when Celestia doesn't expect it. Viola, Luna wins.

Celestia is also trying to kill Luna, come on, don't do that. With that logic, I could say that I could kill Celestia as well if I shot her in the back while she was distracted

Yup, but remember, they have to be in battle strategies since none had had any time to prepare. By in battle strategies, Celestia might try taunting Luna to make her reckless, Luna might try tricking Celestia with her illusions, etc.

Ah yes, but in all honesty Celestia has succeeded in beating Luna in the past, banishing her to the moon.
