Why a username is not in bold letters?

Yes, it does when someone is banned the letters in their names are unbolded and you also can no longer click on their profiles. With a site this large it is a rather unfortunate yet common occurence.

Usernames that are "bold" are clickable to view that members profile

Usernames that are "not bold" are unclickable, and that is because that member (for whatever he or she did) got permanently banned.

 

They won't appear on the members list, but there will be times you'll see them from past posts they made.

The unbold,unclickable,and grey username means that the user has been permabanned from MLPForums.

 

If you try to access to the banned user's page by any other means,you'll get an error,which will say

 

"This member is no longer active"

 

As additional info,a permaban doesn't mean that the account has been erased,if not that has been locked from the public view.

There are very exceptional cases where a permaban is lifted,but it's not common,because permabans are only made when an user has made something that has gone beyond the unimaginable,and has gone against the most severe rules of the forum(NSFW excess,abusive behavior...)

I think Sky Chaser answered your question perfectly. Members' usernames that aren't bold or clickable are banned, but not necessarily permanently.
