Because he's lazy and enjoys mooching of Fluttershy. Take the animal sanctuary episode where the vets office is overcrowded by healthy animals that are just enjoying being fed and pampered. We see a bear wander by in a towel with a scrubbing brush. They know a good deal when they see one.

Fluttershy is weirdly vicious if you pay enough attention. I would totally believe she would kill fish. She almost ate an squirrel when she got angry in the first season finale.
