Daleks or Cybermen.

 

Personally i would have to go with Daleks.

In terms of who would win in a fight? Probably the Weeping Angels. It's pretty hard to actually fight them.

I'd have to say Daleks too. Point being they're the mortal enemies of the timelords, naturally they'll be more of a threat. Personally I lean towards daleks in any fight. Cybermen are competent and all, but the amount of times Daleks screw up the plans of Earth/The doctor is a fair amount.

I love Daleks more for unknown reasons, but I fear Cybermen more. I was never scared of Daleks, but when I saw a Cyberman for the first time, I was terrified. I mean, they are us. I can't get the screams of the processed people out of my head, the way the blades swung in Rise of the Cybermen. *shudders* All emotion is extracted from a human to become Cybermen. They're more efficient in killing rather than Daleks, because they don't care. Daleks have a little more forethought, and they do show mercy at rare moments.

Weeping Angels - they're just cool. They're scary in an awesome way. Technically, they don't kill you. You let yourself be killed by them (if you look into their eyes, which isn't too hard), and if you accidently blink, you still live, you're just somewhere else. Weeping Angels are cool.

For me, it depends on the era. If we're talking really early stuff, all black and white, then I'd go with the Cybermen. They're just so...unnerving. Cybernetic zombies that can still think, those designs and voices...I haven't seen too many stories of them, but I've watched "Tomb of the Cybermen" and some other bits and honestly, I think they're more creepy than most monsters from horror movies.

 

 If we're talking modern stuff, then the Daleks. They're kinda overused but I think they've actually been made a lot more interesting recently. My favorite bit of "Asylum of the Daleks" is when they proclaim they find hatred to be beautiful. I know a lot of people had issue with it, because it kinda contradicts some stuff they've said before, but honestly...things like that make them more interesting to me. I'm fine with the Daleks being a bit different from before if we get more stuff like that.
