As for replying, you can quote posts using these buttons under each post- Alternatively, you can highlight part of a member's post to quote what you highlighted, or to mention the user (which sends them a notification so they know you replied ^.^). For commenting, if you go on somepony's profile and click on 'Profile Feed' on the left, you can type a comment for them in the 'Leave a message...' space.
