technical issue Cipher Mismatch?

So I'm talkign with someone on Fimfic, and they say they can't even get onto MLP forums anymroe due to soemthign called a 'cipher mismatch.' I would like to help with this. Anyone know what that means?

Kay, they got back to me. No, they are using chrome and explorer.
