Okay I'll explain, 

 

He is yelling because it is his job. Rasputin is (was) the private advisor of the kings of Russia (a human country). Stalin was the most evil man (also a king [dictator]) in history killing, 780,862-780,863 of his own (innocent) people, that is an evil version of your state which according to legend if seem in person would burn your soul. The new guy is Vladimir Lenin, another dictator and Stalin's predecessor, killed anypony who got in his way, in this day, all three are dead, but their are still some who believe they were right.

(Ooc: well, yea if you can't believe that then you should watch it then type what fluttershy would do if he came to her cottage...
