Here is an idea, we need to find the doctor so let's just say he was captured, so why not go planet to planet looking for him. And in each planet there is a note telling you which planet the Daleks have taken him to next. With me trying to stop you at almost every turn. Like a bread crumb trail. But a lot more dangerous.

 

If you want to go with this idea, why not go to Alfava Metraxis next and look in the maze of the dead?
