If you're looking for an official plush, you won't find any fluttershy plushies of that quality.  The 4DE plushies run about $25 and are by far the best official plushies out there, but they don't have Fluttershy out yet.  The other options if you don't want to wait are a Build a Bear, which are pretty accurate, but the mane and tail are constructed with synthetic hair instead of cloth, so they're really off or an Aurora which are pretty accurate but a lot smaller than the Build a Bear's.  I'm pretty sure the 4DE's are 10 inches as well so those are much smaller too.

If you're looking for a custom plush (which is what you have int he picture) there are a ton of people you can commission, but it can cost quite a bit, so make sure it's worth it to you.  There's a commission area on here that I think has a couple of plushie artists up for commission, and then of course there are a ton of them on deviantart.  I'd really recommend shopping around and find a plushie maker that you're really happy with.  Keep in mind though that for a good quality minky plush, you're definitely looking at over $150 USD and probably are going to be looking at paying somewhere in the $250-$300 range.  For the super high-end plushies, they can easily go way above the $500+ range, especially if you start adding on accessories.

Just figure out what exactly you want and what it's worth to you :D  I mean, if you're just looking for a Fluttershy to give a hug to every once in a while, a really inaccurate but big and cuddly Funrise might be perfect.  On the other hand if you want something to put on a shelf, you might want to look into buying a custom plush.  Just get what's right for you!
